Added per account printer access. Fixed small mistakes. Deleted useless functions. Switched from copy-based quota to page-based quota. Added function to DEBUG_ERRORS env var.

Implement printer access control, page-based quotas, and debug logging bb96362a64

- Per-printer access restrictions (restricted flag + whitelist), admin-exempt
- Purge PrinterAccess orphans on user decline/delete
- Quota now counts pages (pdfcpu) instead of copies; txt via form feeds
- Centralize DEBUG_ERRORS-gated verbose logging (CUPS stderr, IPP URIs, auth details)
- Fix rate limiter memory leak, subpath redirects, CSRF cookie on register
